A pan-European event based around a reality entertainment contest between Neighbours across Europe to find the most ecologically successful and environmentally responsible. In short, a race to find Europe's greenest communities in the most un-green place. Two inner city tower blocks.

Each national series will result in a winner, the block that manages to save the most cash from changing their living habits, lifestyles and their environment to become greener, but also richer. Neighbours act together to devise a strategy, with the help and guidance of their street advisor – a green expert, who acts as their eco-coach.

The winner - the block that makes the most money by cutting down on waste, saving on energy consumption and making the greenest life style choices.

The prize - the residents of the winning block get to keep and spend all the cash they have made.

The European Special Event - the winning residents get to go on an all expenses paid trip to Copenhagen to link up with the other block winners from countries all over Europe in a big 2 hour entertainment show, they also get to visit a block in another country to visit their fellow urban dwellers and see how they made their money in their own inner city challenge. And in the live show there is just one last challenge that all the block winners have to unite and come together to deliver - the final statement in people power vs. climate change. But none of them will know what it is until they get there.
